Detective Inspector Irene Huss and her team start looking for the killer, but have very few clues to go on. When another young girl is murdered in a similar way, the team realizes that they are dealing with a sexual predator.

An elderly man crossing the street, gets hit by a stolen car. A police car takes up the hunt for the car but the perpetrators get away. The stolen car is found later in an industrial area, burned out. At the site a body of a severely injured young girl is found.Irene Huss and her team are sent out to investigate.The hit and run victim turns out to be a retired police officer, but the young girl's identity remains a mystery. Do the cases go together? To get an answer Irene must find the car thieves.

A young man is found dead, dumped in a container. The body is naked, bloody and battered. An autopsy shows the victim was GHB in the body and have suffered whiplash, cuts and burns. Everything indicates that he has been kidnapped and sexually abused and tortured. There seems to be an organized gang has done this before, this is just the first time the victim has died. The tracks leading to a nightclub that Irene's daughter Jenny and her friend's visit, unaware of the danger. Irene Huss and her colleagues have a problem with the investigation when those who become victims do not report crimes because of shame, and for fear that someone will find out what happened.

At the time, Hung was not fluent in English, and he reportedly recited some of his dialogue phonetically. In many scenes, Hung did not speak at all, making Martial Law perhaps the only US television series in history that featured so little dialogue from the lead character.
