Army and Navy Film
Propaganda film about the Dutch Military. Willy Mullens made this film in 1917, when other West-European armies had become numbed by three long years in the trenches. The footage depicts a relatively high-spirited mood, considering how the Dutch military had mobilized but not actually participated in the war. Precisely who it was that needed to be convinced of the solid foundation of Dutch neutrality is shown clearly in a folder that accompanied the screening of this film at the Residentie cinema in The Hague: ‘The purpose of the film is to impress upon the Dutch people (…) that our military forces, with the resources at their disposal, can readily be compared to those of the foreign military forces.’ The term ‘impress upon’ can be taken literally: people needed to be put at ease.

In December 1987, the (first) Palestinian Intifada broke out and the Occupied Territories were set alight with a mass wave of demonstrations, protesting the ongoing Israeli occupation – the largest scale, longest-running ones seen in the area since 1967. The IDF was sent in to quash the uprising and before long, TV screens across the country were inundated with footage of burning tyres, stones thrown about, and baton-wielding Israeli soldiers chasing after teens and children. In the face of this new reality that made the question of the Occupied Territories the single most pressing issue of the time, the Jerusalem Film Festival went ahead and commissioned the following project. The result is a classic, Heffner-esque film – an intelligent labyrinth containing the most fundamental of Israeli tropes: The Holocaust; Arabs; us vs. them – all of which find themselves clashing and intermingling, and ultimately rendering the viewers helpless and cringing with awkwardness.

Writer/director Nurit Kedar's film trains a camera on the snipers of the frontline in the Israeli-Palestinian conflict. She goes out on patrol with active units, and interviews marksmen young and old. It can't have been easy to gain the confidence of the Israeli army or the trust of the individuals concerned, but, regrettably, the film isn't particularly illuminating. 'What do you want me to say?' asks one bluff veteran. Shame and defiance rub shoulders. 'I won't be allowed in heaven,' notes one rueful conscript. Occasionally Kedar hits on the madness; the game of it; the sick decorum. They're meant to shoot at the arms and legs of the stone throwers. 'I used to say I was responsible for a lot of legless Palestinians,' proffers a soldier. 'I would never say that now.'
